According to this Google Developers Blog post, Google will be shutting down their goo.gl URL shortener (including APIs) on 30 March 2019. New users and projects will lose access before then. Helpmebot uses goo.gl in its {{helpme}} notices, as well as in other places. They will have to be migrated to Firebase Dynamic Links (Google's replacement) or another URL shortener within the next year.
