Unknown user doesn't have account recognised by bot

Description

If a user PMs the bot when the bot has never seen that user before, then the bot won't have an account name for the user. I think it's marking this as a skeleton without the account, and thus the account-only ACL isn't ever being matched because the bot is not fully resolving the skeleton.

This is resolved by the account-tag capability. IRC Client has support for this as of rIRC3434c67, Freenode will gain support for it on deployment of the solanum IRCd
